Anthony Au - Does Hong Kong Still Have A Chance With IT?

I was in Computex Taipei 2008 (the world's second largest ICT show only after CeBIT) last week. The show attracted 35,000 overseas buyers and generated US$2billion sales. Many of us in the IT industry can probably remember the good old days when we sold HK developed software and re-exported US made computers to Taiwan. Hong Kong also hosted the first
CeBIT outside Hannover, which is now in Shanghai. One of the most popular questions asked since 97 was, whether Hong Kong still had a chance?
The secret of Taiwan success in IT was determination, they worked hard enough to make things happen. Stan Shih, founder of Acer brought me to my first Computex show in 1990. He was then the President of Taipei Computer Association, and organizer of the show. He was a real fighter, and he built Acer from ground up with a just few people. He told me that Computex would never have happened without the 'backing' of the government.
What Hong Kong needs to re-build the IT industry is a total attitude change: (1) change to 'we can' attitude, and stop wasting time and resource on more consultancy reports; (2) upgrade the government's support policy to real commitment and backing programs; and (3) for the entire Hong Kong's IT industry to work as one, like Obama and Hillary after the Democratic candidates election. Like it or not, we are still in "97," according to the calendar used in Taiwan. I am sure we can win back the lost years and realize the Hong Kong IT dream if we are determined to make it happen.

對于英文文章,我是能熟讀的。但如果叫我寫出來,我真的還沒這個水平。我對自己的中文還有把握,中文寫作從小至今獲得過國家級的獎勵,但至于英語,我還停留在只會看,不會寫,說也是馬馬虎虎。唉!大陸的英語教育重在考,考試就是給你看,給你聽,然后填答案。不過我會努力的,如果哪天我的英語寫作也能像中文寫作在不到半個小時寫三千多字的話,這輩子至少在英語方面不留什么遺憾了。
回到正題,說說我看這篇文章的感受吧。
本來我是來看香港IT這篇文章,可是在看之初,我的目光卻停留在'One of the most popular questions asked since 97 was, whether Hong Kong still had a chance?'
香港回歸前有篇文章預言香港要死了,自從香港擺上與英國祖家告別的議程上后,這問題就擺在香港面前。其實不單單IT,其他方面也面臨著still had a chance的考驗。
我個人認為香港不具備臺灣IT發展模式的基礎。臺灣在IT取得的成就是硬件方面,如電腦主板、OEM組裝。但香港地小,工資高,那么大的生產線如果硬要在香港架設的話,成本不好控制。屆時會因一些挫折又想北上。并且臺灣的硬件IT發展的規模是十分龐大的。全球化重在分工,就連美國也不想自己開設晶圓廠與臺灣競爭,香港沒必要與已經發展十分好的臺灣在同一領域較量。
說到臺灣的「無名小站」,在當初聽到奇摩并購此站時,我真是不敢相信我的眼睛。一個使用了垃圾域名后綴 .cc 的網站居然取得這么的成就。
說到這里,我已經闡明了我的觀點,花巨資在香港建立晶圓廠是不太現實的,但在香港發展軟IT的話,何嘗不是一個機遇呢?
香港擁有3G,WIFI信號在全城人口覆蓋的地方是十分廣,光纖到戶已經十分流行,電腦普及又那么高,這已經奠定了客戶訪問網站的基本條件——電腦和網絡。香港IT缺的就是websites.
一臺服務器加托管費用的價格是十分低的,如果委屈點使用hosting或vps的話,費用更低。剩下的就是憑IT技術的運營方案了。
至于想像美國那樣把IT人通過選舉進入政界的話,香港泛民主派需要做的還很多。更要命的是,香港2017年才普選,如果要等9年后才來發展香港IT,不知與別的國家和地區拉下多少距離了。
雖然香港立法會有功能組別,如資訊科技界就有一個席位。但我也看到有呼聲希望廢止,說只有70多年前的德國才有這種現象(就此問題,我過后再發表我的立場)。
因此,我覺得如果老等待、老希望港府做出什么措施大力支持香港IT的話,我覺得我們可以一邊努力,不能干等著。
我雖然是法律專業的,但我一直覺得我是IT人中的一員。從1990年玩電腦到1997年上Internet,我也發現IT這東西就像律師一樣,律師辦個案不會像生產主板之類的消耗原材料,用的就是自己的知識,IT亦如此。
倘若你需要幾百萬才能啟動一個IT項目的話,希望你不要碰到一個同行的VC。
